| This article describes the concept and the importance and necessity of technical supervision of environmental monitoring. It also analyses the weakening performance of technical supervision function due to poorly understanding, lack of means and imperfect mechanism. In order to further improve the technical supervision system, multiple technical supervision indexes are put forward such as the present environmental quality, pollution source situation, development zone environmental quality, environmental management measures of performance, monitoring research, some forms are used such as report, conference, regional target assessment, and many mechanisms are established like multisectoral linkage environmental quality analysis meeting, the project approval process tracking and monitoring, the evaluation on environment management and pollution prevention and control objectives, the comments on the effect of penalty, and the integration of the internal resources of environmental monitoring department. |
