In this paper, the assessment index system of emergency environmental monitoring for nuclear power plant (NPP) was proposed based on the issues of missions, contents, area, methods, configuration of monitoring facility and equipment, et al, and the national standards and regulatory requirements. In this system, the harmony of monitoring institutional framework and personnel, the effectiveness of monitoring facilities and equipment, the feasibility of monitoring procedures and methods and the reliability of data quality assurance and application were assigned as the first class targets. There were also 10 second class and 35 third class targets proposed for building an integrated index system. The relative index weights of the first and second class targets were evaluated by the analytic hierarchy process (AHP). The third class targets were evaluated based on the proportional principle through a field inspections and assessments. The method could be used effectively for capability assessment and capacity building of the emergency monitoring in nuclear power plant. |
