This paper analyzed the background of starting the socialization reform of environmental monitoring in Shenzhen, as well as the reform process which was the core of the management of social environmental monitoring institutions, from authenticated list management to contract management and routine administration. Based on the evaluation of the effectiveness of the reform, it discussed the existing problems, summarized the experiences and put forward respecting the rule of law, deliberating on governing power, maintaining marketization principles especially the spirit of contract, and equal treatment for the institutions inside or outside of the government system as reference of subsequent reforms. |
