      系统分析了海底碳封存潜在的泄漏途径及其可能引发的海洋生态环境影响,并在回顾国际典型案例潜在风险问题及项目发展趋势的基础上,梳理了“岸碳入海”项目的环境监管需求。结合国内外海底碳封存环境风险监测监管进展,提出了开展海底碳封存环境风险监测监管的关键技术攻关、系统构建环境监管法规标准体系,以及通过示范项目加强国际交流合作等建议。
英文摘要:
      This paper systematically analyzed the potential leakage pathways of ocean carbon sequestration and its possible impacts on marine ecological environment, sorted out the environmental supervision requirements of “Coastal carbon sequestration in the ocean” project by reviewing of potential risk issues and project development trends of international typical cases. Combining the progress of environmental risk monitoring and supervision for ocean carbon sequestration at home and abroad, it proposed to study key technologies of environmental risk monitoring and supervision for ocean carbon sequestration, systematically construct a legal and standard system for environmental supervision, and strengthen international exchanges and cooperation through demonstration projects.
