| 回顾了我国开展电磁辐射环境监测40年来的发展历程，客观分析了当前面临的形势任务，以及存在监测管理体系发展不充分不平衡、监测标准规范研究不全面不及时、监测仪器装备配置不先进不成熟、监测质量管理手段不健全不完善和监测信息评价应用不完整不深入等问题。建议从开展电磁辐射研究、拓展监测管理体系、健全标准规范体系、提升仪器装备水平、规范质量管理体系和完善信息评价内容等6个方面，建立现代化电磁环境监测体系。 |

| This paper reviewed the development of electromagnetic radiation environmental monitoring in China over the past 40 years， objectively analyzed the current situation and tasks， as well as the existing problems， including insufficient and unbalanced development of monitoring management system， incomplete and untimely research on monitoring standards and specifications， outdated and defective monitoring instruments and equipment， inadequate and imperfect monitoring quality management and incomplete and insufficient evaluation and application of monitoring information. It suggested establishing a modern electromagnetic environment monitoring system from six aspects, including conducting electromagnetic radiation research， expanding monitoring and management systems， improving the standard and specification systems， enhancing the level of instrument and equipment， standardizing quality management systems and improving information evaluation. |
