      从政策法规、标准指南、质量控制指标、质量管理要求4个方面对比分析了国内外碳监测质量体系,从技术层面的高精度检测装置、制度层面的电子化审查体系,以及温室气体报告的运用等角度,分析了国内外碳排放质量控制手段。总结了我国碳监测质量体系面临的问题,主要包括碳监测设备覆盖不足、政策指引未明确、设备成熟度未达到国际先进水平,在此基础上提出了完善相关法律法规加快立法执法、健全技术标准解决监测难点、完善管理体系加强全流程质量管理、推广先进技术提升数据质量等建议。

      This paper presented a comparative analysis of domestic and international carbon monitoring quality systems from four aspects including policies and regulations, standards and guidelines, quality control indicators and quality management requirements, and examined domestic and international carbon emission quality control measures from the perspectives of high precision detection devices at the technical level, electronic review systems at the institutional lever, and the application of greenhouse gas reporting. It summarized the issues faced by Chinas carbon monitoring quality system, which mainly included insufficient coverage rate of carbon monitoring equipment, unclear policy guidance and equipment maturity below the international advanced level. On this basis, it proposed suggestions on improving relevant laws and regulations to promote legislation and enforcement, refining technical standards to address monitoring challenges, enhancing the management system to strengthen full process quality management, and promoting advanced technologies to improve data quality.
