      针对当前核技术利用单位辐射事故应急预案评估中存在的指标体系异构化、科学性与操作性不足的问题,基于主体责任范畴与应急核心职能,构建了适用于核技术利用单位辐射事故应急预案的量化评估指标体系。通过层次分析法(AHP)确定指标权重体系,结合模糊综合评价法(FCE)构建三维评估矩阵,建立了多尺度量化评估模型,实现应急预案要素的量化解析与综合效能评价。通过某核技术利用单位辐射事故应急预案量化评估实例,验证了模型有效性与工程适用性,其可系统识别预案的设计缺陷。

      Aiming at the problems of heterogeneity in the index systems and insufficient scientificity and operability in the current evaluation of radiation accident emergency response plans for nuclear technology utilization units, this study constructed a quantitative evaluation index system for radiation accident emergency response plans applicable to nuclear technology utilization units, based on the scope of primary responsibility and the core emergency functions. By integrating analytic hierarchy process(AHP) to determine the index weight system, and combining fuzzy comprehensive evaluation(FCE) to construct a three dimensional evaluation matrix, it established a multi scale quantitative evaluation model to achieve quantitative analysis and comprehensive effectiveness evaluation of emergency plan elements. Through a case study on quantitative evaluation of radiation accident emergency response plans for a nuclear technology utilization unit, the effectiveness and engineering applicability of the model were verified, and the design flaws of the plan could be systematically identified.
