| 分析了生态环境监测数智化转型过程中行业面临的数字能力支撑不足、数据信息资产化管理力度不够、信息系统集成度不高等问题，提出了构建具有行业特色的“1+1+N”生态环境监测数智化管理体系。该体系包含智能感知层、基础设施层、应用支撑层和应用表现层，重点建设1个综合业务管理平台、1个环境监测数据资源管理中心和N个监测业务子系统，以实现管理工作充分统筹、业务流程管控到位、报告数据可视化、数据资源汇聚整合4个方面的转变。从提高思想认识、完善管理机制、优化职责体系等方面提出了管理建议。 |

| This paper identified challenges in the digital and intelligent transformation of ecological environment monitoring， including insufficient digital capability support， inadequate management of data assets and low system integration. It proposed the establishment of a “1+1+N” digital and intelligent ecological environment monitoring management system with industry specific features. The system consisted of four layers， namely intelligent perception layer， infrastructure layer， application support layer and application presentation layer. It focused on building one comprehensive business management platform， one environmental monitoring data resource management center and N monitoring business subsystems， aiming to achieve transformative goals in four areas including comprehensive coordination of management tasks， effective control of operational processes， visualization of report data and aggregation of data resources. Management recommendations were proposed in terms of enhancing awareness， improving management mechanisms and optimizing responsibility systems. |
