| 简述了污染源自动监控现状 , 指出了目前自动监测数据的准确性难以保证 , 部分自动监测数据的合法性 , 排污企业直接付费方式及现场端建设规范、管理等方面存在的问题 , 提出应严格在线监测设备社会运营企业的经营许可与监督检查 , 采取必要的激励与处罚措施 , 安装监控设备对症下药, 积极制定地方法规、标准, 为自动监测数据的应用清除障碍, 改变运营经费的收取与支付方式 , 理顺与运营企业的关系 , 保证运营企业正常开展工作。 |
